2001 to 2006
During the boom of federal building construction in the early 2000s, I worked on contract with GSA’s Design Excellence staff members to visit new courthouses and other federal facilities and write detailed monographs about each of them. I fulfilled other assignments for GSA to edit design competition brochures, a guide to art conservation. It was a very fertile time for progressive design in federal projects, which were selected by rigorous juries of design peers in architecture and allied disciplines.

GSA Competition Report
Pilot Design Charrette
For the United States Port of Entry at Massena, New York
2002
As part of the GSA’s Design Excellence program for new federal facilities, the agency conducted a pilot charrette, or workshop, among four architect-led teams shortlisted to design a new border station in upstate New York. The purpose was to elicit visions for the site according to given parameters and purposes rather than to have the architects commit to specific designs. After the 12-hour workshop, a five-member GSA review panel of outside professional peers assessed the results to make a recommendation of which team should win the commission to the agency’s Selection Authority, which affirmed the review panel’s choice of Smith-Miller + Hawkinson Architects.

Recommendations for Artwork in the Fine Arts Collection

I was asked to oversee editing of this manual for guiding the care and conservation of artworks owned by the federal government, which include paintings, sculpture, textiles, mosaics, glass, and integral architectural artworks inside or outside of federal facilities.
