The office of the Dutch landscape architect Dirk Sijmons is renowned for audaciously scaled designs for adaptive infrastructure such as the Rotterdam port expansion. Michael Dumiak, based in Berlin, intricately details how Sijmons collaborated with a political scientist, Maarten Hajer, on a plan to supply electrical power to 190 million people in the countries around the North Sea with an array of 25,000 wind turbines in the sea’s open waters. It may sound farfetched, though Sijmons’s improbably complex earlier works have succeeded, Dumiak finds, owing to a “difficult-to-pull-off subtlety that results in lasting solutions.”
