In the months following Hurricane Katrina on the Mississippi Gulf Coast, the rollout of fanciful planning visions overseen by the governor ran headlong into the anger and desperation of displaced residents in Biloxi who feared new developments would edge them out of their longtime neighborhoods, which still sat in ruins.
